EOIs invited for three major ISTPs

Saudi Water Partnership Company (SWPC) has launched a programme to commission a further round of new independent sewage treatment plants (ISTPs) and has invited expressions of interest (EOIs) for the development of three new ISTPs at Buraydah, Tabuk and Madinah.

The Buraydah 2 ISTP will have a total treatment capacity of 150,000 cu m per day. It will be located near the city of Buraydah in the Qassim region of north-central Saudi Arabia, approximately 400 km from Riyadh. 

Tabuk 2 ISTP,  located near the city of Tabuk in north-western Saudi Arabia, will have a total treatment capacity of 90,000 cu m per day.

The Madinah 3 ISTP will have a total treatment capacity of 375,000 cu m per day.

SWPC will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, implementation, ownership, operation, maintenance and transfer of the projects, together with associated infrastructure and facilities.

Under a 25-year sewage treatment agreement (STA) with SWPC, the project companies to be incorporated will develop each project to treat the entire sewage capacity supplied by SWPC.

SWPC’s obligations under the STA will be supported by a credit support agreement from the Government of Saudi Arabia. SWPC is currently considering the option to bundle the Buraydah 2 ISTP and the Tabuk 2 ISTP (“Bundled ISTPs”). In this case, the bidders will be required to bid for the Bundled ISTPs together under one RFP.

The successful bidder will be awarded the Bundled ISTPs but each project shall be implemented by a separate project company, which will be incorporated by the successful bidder following award of the Bundled ISTPs.

SWPC requests interested parties to express their interest to participate in the tender process by February 4. The company is being advised by Sumitomo Mitsui Banking Corporation (DIFC Branch – Dubai) as lead and financial advisor; DLA Piper as legal advisor; and WS Atkins & Partners Overseas Engineering Consultants as technical advisor.

Meanwhile, SWPC has also issued a request for proposals (RFP) for the Jubail-3B independent water project (IWP) to the qualified bidders. The project will have a total capacity of 570,000 cu m per day and the project will use reverse osmosis (RO) technology.  The build-own-operate (BOO) project’s commercial operation date has been set at Q2, 2023.
