Al Ain invites bids for EHSMS project

01 April 2009

AL AIN Municipality has invited local and international consultancies to submit proposals for the implementation of a three-year environment, health and safety management system (EHSMS) project in Al Ain City.

The important tender is being communicated globally through an international print advertising campaign, which aims to reach out to the world’s best EHSMS experts and consultants.
The RFP (request for proposal) is available free of charge for download through the municipality’s website, www.am.ae/hse.
This tender offers consultants with a track record in implementing outstanding environment, health and safety processes and standards within the building and construction sector a period of six weeks (from March 24) to submit proposals for the project.
Commenting on the initiative, Awad bin Hassom Al Darmaki, general manager of Al Ain Municipality and head of the EHS (environment, health and safety) technical committee for the building and construction (B&C) sector, said: “By the year 2020, we envision a fully-regulated and implemented world-class EHS system to be set up and fully operational throughout all municipalities in Al Ain, Abu Dhabi and the Western Region.”
The EHSMS project aims to:
• Reduce the levels of emissions and waste within the B&C sector;
• Ensure safer working environments;
• Provide a healthier environment for the residents of Al Ain; and
• Achieve sustainable and environment-friendly developments.
Rowdha Al Saadi, infrastructure and services co-ordination manager, municipal infrastructure and assets sector, said: “Over the past year, Al Ain Municipality launched Phase One of the project, which focused mainly on gap analysis and the development of the system parameters. Following this, we are now seeking to contract experienced consultants to help us implement Phase Two, which will focus on mobilisation and implementation of the EHSMS.”
Phase Two, which will kick off this August with a duration of three years, entails the development of the regulations, recruitment of the EHS department staff, the establishment of the training division, creating awareness, and implementation of the system.
Consultancies will be evaluated on the basis of their technical expertise and knowledge in EHSMS as well as their financial proposals. Evaluation will be based on the consultant’s experience in:
• Strategic planning and project management;
• Environment, health and safety in building and construction;
• Information technology systems to support management of EHS aspects;
• Training and capacity building capabilities and plans for human resources;
• Marketing and awareness campaigns;
• Attracting employees and ensuring residential arrangements for  employees; and
• Financial standings of the consultancy and the financial proposal of fees.
The EHSMS will be followed by two similar projects within two of the municipalities of the emirate of Abu Dhabi and governed by the Regulatory Authority; and the Department of Municipal Affairs.
